The primacy of health in human development cannot be over-emphasised, as such our goal is to deliver good quality healthcare that is available, affordable and accessible, for the wellbeing of every Lagosian. We will create a high-quality healthcare system, which will efficiently and qualitatively deliver Goal 3 of the Sustainable Development Goals (SDGs), which is to ensure healthy lives and promote well-being for all at all ages.
We know that focusing on providing more efficient funding of health systems, improved sanitation and hygiene, and increased access to physicians, will go a long way to achieve this goal, hence our broad policy areas will be to:
- Offer Universal Health Coverage by inaugurating the Eko Contributory Health Insurance Scheme, open to all residents of Lagos State;
- Deepen access to healthcare by providing mobile and community-based micro-clinics in all LGAs and LCDAs, especially in the rural areas;
- Partner with local and international healthcare investors to build the Eko Medical City (health tourismresort).
- Create a core of Health and Sanitation Inspectors (HIS) who will have responsibility for ensuring cleanliness across the state. They will work with Community Groups- such as landlord Associations in fulfilling their mandate.
- Re-invigorate and expand the School of Health Technology, to provide effective and continuous training for health and sanitation inspectors.
- Expand the mandate of the "Kick Against Indiscipline" (KAI) Force to incorporate service as sanitation inspectors with responsibility for enforcing sanitation laws in public spaces, while Health inspectors will be responsible for non-public spaces.
- Sensitising Lagosians, through massive education campaign, of the dangers of indiscriminate waste disposal and poor sanitationpractices.
To achieve the goals highlighted above, we will:
- Ensure effective implementation of Universal Health Coverage through the Eko Contributory Health Insurance Scheme. Our health scheme will be based on the NHIS model, incorporating delivery of health services through HMOs and public and private health institutions.
- ❖ In the first phase, we intend to enroll at least 2 million people - offering free medical services to the vulnerable, the under 5s, over 65s, pregnant women, people living with certain disabilities, the poorest and most vulnerable in the State.
- ❖ When it is fully rolled out, it will be open to all Lagosians and will offer comprehensive access to medical services, which will be free at the point-of-use.
- Work with the Federal Ministry of Health to set/review the regulatory framework for private clinics (including the level of equipment required and competence of health workers necessary).
- Deploy mobile and community-based micro-clinics to augment primary healthcare in all the LGAs and LCDAs, especially in the rural areas.
- Refurbish various health-related training institutions, while instituting exchange programmeswith institutions outside Nigeria.
- Promote the Eko Medical City, which will be a one-stop platform for local and diaspora health professionals, as well as investors, to provide critical high quality under-served specialistservices to Nigerians.
- This project will serve as a model PPP transaction for the private health sector to offer services acrossall areas.
The quality of healthcare provided will be monitored through an effective regulatory system, which will incorporate users, health care professionals, health management professionals,administratorsand other stakeholders.
