Environment
We are committed to making Lagos clean and rid of improperly disposed rubbish, so that we can have a healthier and safer State through sustainable environmental policies.
We will improve the environmental conditions through the proactive oversight of sanitation and waste management challenges. We will also work hard to create a secure environment in which the uncertainties associated with crime are significantly reduced. To achieve all of these, we must pursue certain programmes that will guarantee a clean and secure environment.
They are:
1. Town Planning -
Introduce and activate the notion of a 'self-contained city' in our New Urban Matrix Concept of urban planning and development; Town planning laws and departments will monitor infrastructural development within the State to ensure that they are orderly and will not cause social or economic dislocation;
2. Urban Renewal -
Where necessary, this will incorporate redevelopment in both inner and outer city areas to accommodate residents irrespective of social and economic circumstances, while waste management will be pursued aggressively. This programme will ensure the parks and green areas, which beautify and make cities 'livable', are restored to Lagos. The state also needs to be more recreation friendly, as statistics sadly place life expectancy for Lagos at 49 years old. The creation of more parks and infrastructure to foster recreation will help to ease the stress of the average Lagosian and hopefully raise our life expectancy age in the next few years.
3. Urban Redevelopment -
Decaying sections of Lagos State that have been determined through existing mapping will be re-planned, re-zoned and redeveloped. The government will not acquire these areas compulsorily; instead, it will be purchased at commercially determined rates. Development of re-zoned areas will be offered to developers in an open and competitive manner, and private developers will be encouraged and supported in undertaking these urban renewal projects by the State.
4. Water Supply and Management -
We will unbundle the Lagos State Water Corporation and localise water works and power supply for the water works where appropriate. We will revamp the Water Works Corporation and work towards the delivery of public water services, as there is now increasing evidence of a link between the continued sinking of boreholes and future seismic activities like tremors or earthquakes. We will be proactive in this regard and not wait for disaster to set in. This is also aboutthe safety of lives and the environment.
5. Waste Management -
This is a critical issue for the State. Our framework for delivery of effective waste management involves private sector collectors working with Community Associations and Local Governments. The role of the State government will be to
▪ Set the regulatory environment especially ;
▪ Create and maintain dumpsites; and where possible
▪ Encourage the development of a waste recycling economy in Lagos
▪ Facilitate access to finance for private sector operators
▪ License the clearing of long abandoned and waste vehicular relics for recycling;
▪ Work with LAWMA, LGAs and Communities (Street Associations/CDAs) to ensure informal landfills and solid waste at the neighbourhood/street level are routinely cleared.
6. Air quality -
Climate change is no longer just a buzz word but a real situation that is making the world warmer, and which is largely attributed to the increasing levels of atmospheric carbon dioxide produced through the combustion of fossil fuels. Fresh and clean air is essential to our being, which means that we must work together to improve the quality of air in our environment.To achieve this,
▪ Review transportation policies on the reduction of greenhouse gases, of which carbon monoxide is the mostprominent;
▪ Work with the industrial sectoron strategiesto reduce industrial emissions;
▪ Revisit the State's transportation policies and guidelines in a way that will ensure their effectivenesswithoutthe current extortionof citizens
▪ Put in place appropriate air quality monitoringsystems.
▪ Partner with the private sector to provide alternative sources of consistent and clean energy to power the economy and livelihood of people, at the same time tackling the degree of pollution caused by generators because of diesel and petrol. Implementation of the State Electric Power Sector Reform Law enacted since February 2018, will no longer be delayed. We shall immediately work on ensuring that at least 1,000MW of electricity will be delivered in our first 18mths.An additional2,000MWwill be delivered over our 4years ion office.
